Third-party notices

Potheon includes or downloads the components below, each under its own licence. This list is generated by scripts/third_party_notices.py from what ships; the installer and the About → Licences screen will carry the full licence texts (D4 in docs/DESKTOP_APP.md). Policy and reasons: docs/LICENSING.md.

Counts: 14 models, 3 programs, 45 Python packages, 5 npm packages, 270 Rust crates. All licences are within policy.
